The House that Jack Built was one of the first books I read when I was a boy, about 75 years ago. It had only a few pages with a poem and sketches about "the house that Jack built."
As I recalled some of the verses in that book, I realized they could be paraphrased to tell the story of what happened to Pennsylvania Senate Bill 1171.
Who built Senate Bill 1171,
and why?
The Pennsylvania Licensure Coalition (PALC) told us it (PALC) built Senate Bill 1171 because:
1. "Licensure is first and foremost to protect the public from harm."
2 "State licensing will ... create educational requirements for that public protection."
3. "We are working to create a bill which protects the public from harm."
